February 7 Deadline for Oberthur to Bid for De La Rue

Oberthur Technologies SA, has been given 4 weeks by the U.K. regulator to make a firm offer for De La Rue Plc, the world's largest printer of banknotes.

Oberthur must make clear by February 7 2011 under a so-called 'Put Up Or Shut Up Deadline', whether or not it will make a formal bid, the Takeover Panel Executive said in a Regulatory News Service statement yesterday.

Oberthur made an indicative 896 million-pound cash offer ($1.4 billion) for De La Rue, which is based in Basingstoke, Southern England, on December 6. De La Rue asked the regulator to impose a deadline for Oberthur to make its intentions clear. If it decides not to bid, it will not be allowed to make another attempt to buy the printer for a further 6 months under U.K. takeover rules.

New MegaMatcher from Neurotechnology

Yesterday, Neurotechnology announced the release of MegaMatcher 4.0, a multi-biometric software development kit (SDK) that integrates fingerprint, iris, facial and palm-print biometrics in a single, high-performance SDK that requires no add-ons.

In MegaMatcher 4.0, Neurotechnology has incorporated palm-print technology along with the latest versions of their popular VeriFinger (fingerprint), VeriEye (iris) and VeriLook (facial) biometric SDKs - all of which are now built on a common architecture and feature a common programming interface. This tight integration enables developers and integrators to more quickly and easily develop systems that use any of the different biometric components singularly or in combination for increased flexibility and reliability.

Among the significant changes is the new complete MegaMatcher SDK API for Java, which allows tighter integration with common Java development environments and provides the same full support of MegaMatcher SDK functionality as for the .NET Framework and C/C++. The new device management component provides the same cross-platform API on Windows, Mac and Linux platforms and is consistent for C/C++, .NET Framework and Java programming languages for all supported devices: single flat, rolled and multi-finger scanners, palm-print scanners, iris scanners and cameras. Neurotechnology worked side by side with device vendors to integrate both new and old devices with this new component, ensuring outstanding stability and integration. Other changes in MegaMatcher SDK include improved WSQ support.

Claro Brazil Selects Gemalto for Mobile Network Optimisation

Gemalto announced the selection of one of its innovative software solution by Claro in Brazil that enables significant optimisation of network capacity and reduction in logistics costs. Claro is the largest mobile operator in the Americas, and is a part of America Movil, one of 4 largest operators in the world connecting more than 200 million mobile subscribers. This is the first time such a solution will be implemented in Brazil.

The number management solution will remove the requirement for Claro to stock pre-activated subscriber identification modules, enabling instead activation only when the mobile phone is switched on for the first time. It is initially targeted at prepaid subscribers and provides them with the option to choose their phone number. For Claro, the new process improves available network capacity, enabling more effective marketing initiatives.

First National Authentication Framework for Bahrain

CrimsonLogic announced it has embarked on a strategic project to develop a National Authentication Framework (NAF) for the Kingdom of Bahrain. This partnership was formalised at the contract signing ceremony held on 7 January 2011 at Movenpick Hotel in Bahrain, officiated by Guest-of-Honour, H. E. Sheikh Ahmed Bin Atteyatalla Al Khalifa, Minister of Cabinet Affairs and Minister Responsible for the Telecommunications Sector.

Commissioned by the Bahrain eGovernment Authority (eGA), the establishment of the NAF will be the first of its kind in the region to provide a strong nationwide authentication platform that manages and safeguards customer identities across multiple service delivery channels and across various ministries. Users will enjoy the convenience of using a single electronic identity to access an array of government services, while being assured of security against online identity theft.

Bahrain will be employing a rigorous validation process called the two-factor authentication (2FA), utilising two of three recognised factors - a password or personal identification number (PIN), a hardware security token or a biometric trait such as a finger print, for verifying individuals, as protection against unauthorised access to sensitive information.

Cognitec Upgrades its World-Leading Face Recognition Products

Cognitec Systems announced that its new leading-edge comparison algorithm B5T8 has now been integrated into all products. New versions of 4 Cognitec products are now available for integrators and end-customers.

Cognitec's latest B5T8 face recognition engine represents a further enhanced and optimised version of the algorithm used during the recent National Institute of Standards and Technology (NIST) evaluation MBE-STILL. While these early Multiple Biometrics Evaluation (MBE-STILL) test results again demonstrated the excellent operational performance of Cognitec's algorithms across all test protocols, the performance of the Company's algorithms particularly excelled in the more challenging tests reflective of common real-world scenarios - such as searches of very large photo databases of government-issued passport or drivers' licence. Based on the algorithm used during the test, Cognitec released the production version B5T8 that features even further increased recognition performance, smaller memory footprint, and faster processing.

New product releases that include the new recognition technology as well as new operational features and completely new user interfaces are FaceVACS-VideoScan 4.7, FaceVACS-DBScan 4.5, FaceVACS-PortraitAcquisition 4.0 and FaceVACS-SDK 8.4.
